Have anyone considered breaking the fleet into skill levels? You could have, for instance:
1) 'A' Fleet: You can only earn your way into this fleet by winning a regatta in 'B' Fleet. This fleet is the best of the best.
2) 'B' Fleet: You get into 'B' fleet by having a top 5 finish in 'C' Fleet.
3) 'C' Fleet: Where all new sailors begin.
4) 'D' Fleet: The pirate league. Sailors may be sent here from any other fleet at the discretion of the administrators. After four regattas here they may ask to be re-instated to their previous fleet, again at the discretion of the administrators.
In this way folks of similar skill levels get to race together and the pirates get to run into one another without bothering the rest of us.
This is a good idea, but I'm not sure there are enough sailors. Currently I often have a hard time finding a full race to begin with. (I guess I just have the wrong schedule/time-zone.) Even when there are a lot of sailors if you take, for example, the top 20% for class B then again the top 20% of that for class A you have 1/25th the number of sailors in class A. Even during prime time you would have a hard time finding folks to sail with.
Maybe if the "class" system was used in a more fluid manner. The game would have a tendency to group classes together, but it would not delay a race too long waiting for only the right class. It would fill in with other classes as needed to get the race going in a timely manner.
I think over time we will have more sailors if we use the above system, or any system, to separate the pirates fr om the sailors. And all races need not consist of 8 sailors. Maye 'A' fleet has a full race at five or six.
Elena, any idea as yet when this will be pay site wh ere we have to be members? I don't think many pirates will pay to play. Or at least they would seek a free version. I would be willing to pay well to be able to race consistently against Bee, Mimil, BlowByU, Cap De Bos, et al. And I think some aggressive sailors that we consider pirates might change their colors on a pay site. JJ, for instance, is a very fine sailor who gets his results ruined because everyone tries to hit him. He would not want ll that wrath if he were paying to get it.

After passing offset second he needs still trying to hit the boat in front of him without rounding and a wrong implemented rule 18 penalizes the boat that is on the next leg already. This troll even needs then to try to stay on the exonerating boat and "finishes" dnf when that doesnt work.
